Fair Folk

Ages ago, the fair folk colonized the moon and eventually ruined it almost as bad as earth. Eventually going through their own end of days, they fled to Dakhoma in hopes of colonizing what by that point they didn't know was ever inhabited, and have spent the generations studying the planet and lost civilizations. As for the fair skin, maybe they make masks of polished metal(remnants of the past), thus making them look perfect and "fair" skinned
